La crise et le déficit de la France donne une image plus sociale au gouvernement alors que nous sommes entrain de sonner l’arrêt de mort du modèle social français en laissant dérivé les déficits des organismes sociaux.
En 2009, 141 milliards d’euros de déficit de l’Etat. Ajoutés au déficit prévisionnel des organismes sociaux, ils devraient amener le déficit public total à franchir la barre des 160 milliards d’euros, soit 8,2 % du produit industriel brut (PIB). En 2010 nous devrions atteindre 170 milliards. Certes, une partie de ce déficit s’explique par la crise qui d’un côté réduit les recettes fiscales et de l’autre coûte du fait du plan de relance. Mais cela n’explique que la moitié du déficit. Une part importante du déficit s’explique par les baisses d’impôts et les cotisations sociales remboursées par l’Etat mises en œuvre en 2009 et 2010 qui représentent un manque à gagner de l’ordre de 40 milliards, dont les trois quarts au bénéfice de certaines entreprises et des couches sociales favorisées. Le gouvernement n’envisage pas de remettre en cause la loi TEPA (bouclier fiscal, heures sup, droits de succession…).
Le gouvernement à raison d’accepter un creusement des déficits pour empêcher que l’économie ne plonge dans une spirale dépressive. Pour être juste, cette dépense devrait être financée par des prélèvements reposant sur tout le monde, et plus particulièrement sur les plus favorisés. Or, grâce à la TEPA elles sont protégées de toute hausse des prélèvements. Ce sont donc les classes moyennes qui supporteront la charge de la relance. Pour être efficace, il faudrait que le financement soit porté par ceux qui épargnent le plus, c’est-à-dire ceux qui sont en haut de l’échelle des revenus. Enfin, pour être juste, il faudrait que les responsables de la crise participent plus au financement de la sortie de crise. Or c’est surtout au sein de couches sociales supérieures que s’est développée la cupidité en faveur de placements financiers qui sont à l’origine de la crise actuelle. Le projet de Loi de Finances utilise la crise pour accentuer des réductions fiscales à destination des milieux qui ont le moins souffert.
Aussi, derrière les apparences d’une relance keynésienne, les choix budgétaires témoignent surtout de la foi libérale du gouvernement : les prélèvements fiscaux doivent baisser coûte que coûte, surtout pour les plus riches, et le marché préservé de l’interventionnisme des états qui contrairement à leur déclaration permettent une année record pour les bonus des traders.

Comme Reagan qui avait affaibli le modèle américain, Nicolas Sarkozy détruit le modèle social français, et ce alors que Barack Obama essaye lui de renforcer la protection sociale aux USA.
