Par ailleurs, couper dans ces dépenses, comme la France le fait de plus souvent, se traduit par une montée des inégalités. Inégalité face aux soins notamment. Privatiser la protection sociale ne ferait que réduire le montant des prélèvements sans réduire son coût. Sans ces mesures, nous ne serions pas dans la même situation aujourd’hui. De plus cette baisse est particulièrement injuste étant principalement liée au recul des impôts progressifs: l’impôt sur le revenu, l’impôt de solidarité sur la fortune (ISF) et les impôts sur les successions et donations ne représentaient plus à eux trois que 4,4% du revenu des ménages l’an dernier, contre 6,8% en 2000.
Contrairement aux affirmations et gesticulations de Nicolas Sarkozy, il faudra augmenter les prélèvements, notamment sur les revenus des plus aisés. De plus, cette mesure ne devrait pas avoir d’effet négatif sur le PIB car elle devrait se traduire par une baisse de l’épargne des plus aisés dans la mesure où la France est un des champions du monde de l’épargne avec 80% de celle-ci est constituée par les 20% les plus aisés. A l’inverse, la remise en cause des dépenses publiques, et notamment des dépenses de protection sociale, aboutirait mécaniquement à renforcer l’épargne de précaution. Avec comme résultat de freiner davantage encore l’activité économique.
Le problème aujourd’hui c’est que Nicolas Sarkozy pour bien faire devrait faire le contraire de ce qu’il a fait jusqu’à aujourd’hui.
